PARSIPPANY — The Parsippany-Troy Hills Township Council will consider a range of items at its agenda meeting Tuesday, September 1, including a large bond anticipation note, a new road safety initiative and a redevelopment agreement tied to a Gatehall Drive project. The meeting will start at 7:00 p.m. at Parsippany Town Hall, 1001 Parsippany Boulevard, Parsippany.

Bond Financing
The council will consider combining several outstanding note issues into a single bond anticipation note totaling $55,225,000 in principal, along with a companion measure setting the terms and details of that note’s sale.
Vision Zero Initiative
The council will also consider adopting a “Vision Zero” initiative and creating a task force to draft an action plan aimed at improving road safety in the township.
Redevelopment and Property Items
Also on the consent agenda is a redevelopers agreement between the township and Toll NJ I, LLC for a property at 4 Gatehall Drive, along with a related sanitary sewer easement agreement for the same site. The council will also consider releasing performance guarantees for the Lexica development and for B10 Hilton Court Owner, LLC.
Equipment and Services
Other consent agenda items include authorizing the purchase of a Bobcat compact track loader, five Leach rear-load packer bodies, and a Ravo street sweeper, as well as an agreement with the Police Athletic League of Parsippany-Troy Hills for recreation services and an extension of the township’s agreement with Knoll Tennis Club to operate the indoor tennis facility at the Parsippany Community Center.
Other Business
The council will hear a presentation from Steve Mariconda of DarkSky NJ, and the mayor will issue a proclamation recognizing September as Ovarian Cancer Awareness Month.
Five non-consent resolutions are also on the agenda, including contracts for a partial roof replacement at Town Hall, emergency repairs to a sewage pump, embankment stabilization at the Rainbow Lake Dike, and a liquor license renewal for Wine Amphorae.
The council will also hold a second reading and public hearing on an ordinance amending vehicle stopping and standing restrictions on certain streets, and will introduce five new ordinances on first reading covering dog licensing, fire prevention, and construction code fees.
The council’s next regular meeting is set for September 15, followed by an agenda meeting on October 6.
