Traffic stop leads to arrest for CDS

PARSIPPANY — Parsippany-Troy Hills Patrol Officer R. Taylor observed a 2016 Fiat 500 fail to maintain its lane and fail to signal a turn at 2:36 a.m. on Sunday, November 18.

He conducted a motor vehicle stop at Parsippany Road and Lanidex Plaza and while approaching the vehicle he detected the odor of burnt marijuana emanating from the interior of the vehicle.

After a brief investigation the driver, Matthew Vining, 22, Chatham, and passenger, Constanti Shevchuk, 24, Whippany, were placed under arrest for possession of CDS.

They were transported to police headquarters for processing.

While there, Matthew Vining and Mr. Shevchuk were both charged with the following:
• 1 count of Fourth Degree Possession greater than Five Grams of Hashish Oil
• Possession of less than 50 Grams of Marijuana, a Disorderly Persons Offense
• Possession of Drug Paraphernalia, a Disorderly Persons Offense

Matthew Vining was also issued the below Traffic Summonses:
• Failure to Maintain Lane
• Failure to Signal
• Possession of CDS in a Motor Vehicle.

They were both released on their own recognizance pending their court date.
